Weatherization

The Weatherization Program aims to increase the energy efficiency of homes for low-income families while ensuring health and safety. The program has helped millions of households save on energy bills and improve living conditions   View our 2024 Weatherization Program Statistics.

In Wisconsin, the following programs are administered by State of Wisconsin Home Energy Plus:

      • The Energy Assistance Program

      • The Weatherization Assistance Program

      • The HVAC/Water Conservation Assistance Program

These programs are all offered statewide and are funded by the Wisconsin Department of Administration’s, Division of Energy, Housing, and Community Resources (DEHCR).  Project Home is the agency that operates the Weatherization and HVAC/Water Conservation Programs in Dane and Green Counties.

*Before you can apply for Weatherization programs through Project Home, you must apply, and be approved, for Energy Assistance.  To apply for Energy Assistance in Dane or Green County call Energy Services, Inc. at 800-506-5596 -or- complete the HOME ENERGY PLUS ONLINE APPLICATION.

Did you know that if you live in an apartment building or multi-family housing complex and are interested in Weatherization services, you can speak with your landlord or property manager about contacting us??

Eligible multi-family properties may qualify for Weatherization improvements that can benefit the entire building at no cost to the residents (rental property owners may need to contribute 15% of the job costs, if the owner doesn’t personally qualify for the program).

Weatherization work may include:

      • Air sealing and insulating attics

      • Insulating exterior walls

      • Reducing air leakage

      • Repairing or replacing inefficient furnaces

      • Replacing inefficient refrigerators or freezers

There’s more!!  Your Energy Assistance qualification opens the door to additional free services to protect your home’s core systems:

HVAC and Water Conservation Assistance Program

  • Emergency HVAC Support: No heat or air conditioning? If your system fails, reach out to your energy assistance provider. They will notify Project Home to dispatch a certified contractor to repair or replace your heating or cooling equipment at zero cost to qualifying homeowners.

  • Year-Round Water Conservation: Protect your home from water waste and costly leaks. Eligible homeowners living in a participating public benefit utility territory can receive fully funded repairs or replacements for leaky pipes, running toilets, faulty fixtures, or broken water heaters.

More good news!! 

Households that qualify for Energy Assistance may also be eligible for energy saving upgrades through the Weatherization program.  Homes with electric heaters or older refrigerators may qualify for replacement with more energy efficient equipment when funding and program guidelines allow.  For example, refrigerators manufactured before 2014 may be eligible for replacement!  Eligibility is determined through the Weatherization process and is subject to program guidelines and available funding.
